As part of NIA, DOE will assess the effects on consumers, such as the cost savings throughout the lifecycle and simple payback period (PBP). DOE will use its Government Regulatory Impact Model with an adaptation for microwave ovens to calculate industry net present value ("NPV").

DOE will also evaluate the impacts on manufacturers, and will use an industry-specific cash flow model modified to fit this particular product to estimate manufacturing NPV. DOE will also consider the impact of these proposals on small businesses as well as other manufacturing subgroups to determine those who could be most affected.

Additionally, DOE will consider whether the tests for microwave ovens need to be updated to include active mode energy use as well as an integrated active mode energy use measure. Currently, the test protocols only address standby mode power use.
